Uses a "top blade rotary, bottom blade fixed" flying shear design. The lower blade remains stationary while the upper blade rotates continuously. Commonly used for printing paper, office paper, coated paper, and other light- to medium-weight materials (60–550 GSM). CHM-1400/1700/1900 are widely used models with speeds up to 300 m/min and cutting accuracy of ±0.5mm.
